Outdoor Court Revitalization

In early 2021, the City of Greater Sudbury was successful in its application for Investing in Canada Infrastructure Program funding in the amount of $4,380,000. This funding will support the revitalization of 14 outdoor tennis court facilities and 14 outdoor basketball courts across the community over the next several years. The project aims to improve the quality of Greater Sudbury’s recreation and leisure infrastructure and increase utilization.

Work will also include:

*the conversion of underutilized tennis pads in over-supplied areas, to alternative uses such as pickleball and skateboarding. This will result in a greater variety of recreational activities. Twenty-five to thirty per cent of courts have been identified for conversion.

*Improved safety and accessibility for users through the rehabilitation/replacement of asphalt surfaces and improved pathways and entrances.

*Improved playability of outdoor courts through installation of new netting, fencing, basketball standards and other equipment.

Work will be completed in phases. An average of four to five facilities will be scheduled for revitalization during each phase. Work commenced in the spring of 2022. The entire project is expected to be complete in 2027.

Phase 1 included the revitalization of courts at these five locations: Delki Dozzi Sports Complex, Elmview Playground, Lorne Brady Park, Sixth Avenue Playground, and Twin Forks Playground. Construction will resume in spring 2023. There were project construction delays at these locations as a result of securing locates, weather conditions and material resourcing. Phase 2 will include the revitalization of courts at these seven locations:

Copper Cliff Tennis Courts (1 Tennis Club Lane, Sudbury)

Dowling Leisure Centre (79 Main St., Dowling)

Wahnapitae Community Centre (161 Glenbower Cres., Wahnapitae)

Elm West Playground (505 White Ave., Sudbury)

Ryan Heights Playground (736 Bruce Ave., Sudbury)

Downe Playground (1309 Gemmell St., Sudbury)

Minnow Lake Place (1127 Bancroft Dr., Sudbury)

We want to hear from you about the revitalization of these sites to ensure that facilities are designed to meet the needs of local neighbourhoods and communities. Stakeholders, such as the Greater Sudbury Pickleball Association, Sudbury Indoor Tennis Club, local basketball clubs, local skateboard enthusiasts, the City's Seniors Advisory Panel and Accessibility Advisory Panel, Community Action Networks and Neighbourhood Associations will also be engaged.

The Community is invited to participate in public consultation sessions beginning April 4, 2023. This will be an opportunity to learn more about the project and ask questions related to the courts.

Residents are also encouraged to complete the survey below before April 28, 2023. In the "Locations and Options" section, select a Phase 2 location and complete the survey for that location. You can also call 311 to complete the survey. You may choose to comment on all locations or only the one in your neighbourhood/area.

The options that are possible for each location were determined after considering the following information:

  • Formal facility condition assessments
  • Reported health and safety concerns
  • Items previously identified as part of the City’s capital prioritization process
  • Gaps identified in the Parks, Open Space and Leisure Master Plan
  • Existing provision levels of facilities in each outdoor sport and opportunities for conversion to meet other facility gaps
  • Sites identified by the Greater Sudbury Pickleball Association for conversion
  • Priority neighbourhoods as identified by the Low Income After Tax Prevalence data from the 2016 Census


Update – October 3, 2023

Construction on the outdoor courts at the Dowling Leisure Centre will begin on Tuesday, October 3, 2023. This site will receive one tennis court, four pickleball courts and a new skate park.

This work was initially scheduled for 2024, but a change in scheduling allowed construction to begin early.

The new asphalt pad and fence is expected to be completed in 2023, with acrylic resurfacing taking place in 2024.


Update – June 7, 2023

Delki Dozzi Sports Complex construction will begin on Tuesday, June 6, 2023. This site will receive an extra half basketball court for a total of two, and one multipurpose playsport wall that can accommodate hand ball and individual tennis/pickleball on the upper sport court pad.

Construction on the Twin Forks Playground outdoor courts will begin on Friday, June 9, 2023, and includes two hybrid tennis/pickleball courts and a full basketball court.
