The Kingsway Entertainment District is a space for everyone to enjoy our great northern lifestyle; a place for our growing community to gather and celebrate. It is an innovative experience and a choice destination for northeastern Ontario that will proudly host visitors to the beautiful city we love and call home.

Thank you to more than 500 residents who attended information sessions last fall to tell us what you wanted in a site. Now we're looking to you for a few more ideas about the shared outdoor space, called Festival Square.

Festival Square is a public open space that will appeal to residents and tourists alike, and bring a vibrant energy to the area through the events and programming.

Tell us your ideas on what features, including programming, you envision for the space! Information gathered here, and in person at various planned information sessions, will help shape the design and functions as we move forward in the creation of your Festival Square.

Ideas will be accepted until July 11, 2018.

City Council Approves Evaluation Criteria for Kingsway Arena/Event Centre Design/Build RFP

City Council has approved the evaluation criteria for the selection of a proponent to design, build and construct the Kingsway Entertainment District Arena/Event Centre.

“The Kingsway Entertainment District and Event Centre is a significant component of the transformation we are experiencing in our community,” said Greater Sudbury Mayor Brian Bigger. “I am confident that we are creating a community venue and spectator experience that current and future generations will be proud of, and enjoy. Thank you to Members of Council and to staff for taking yet another step forward in achieving this vision.”

The Design/Build Request For Proposal (RFP) outlines the criteria categories and weighting that will be used to determine which of the three competing proposals will best meet the needs of the design, build and construction of the new Kingsway Entertainment District Arena/Event Centre.

On May 25, 2017, the Request for Supplier Pre-Qualification of Proponents for the design, build and construction of the Arena/Event Centre closed. Out of eight submissions received, three firms were pre-qualified to bid on the Design/Build RFP. The three short-listed firms are EllisDon Corporation, PCL Constructors Canada Inc. and Ball/Tesc Construction Inc.

The evaluation criteria identifies the factors the City considers important to make a contract award decision. A weight is assigned to each of the criteria to determine its importance to the bid evaluation. The evaluation criteria and weighting supports a fair and transparent ranking of proposals.

The evaluation criteria are approved as follows:

    • Quality of the Kingsway Arena/Event Centre’s design and specifications: 35 %
    • Cost: 35 %
    • Construction methodology and approach: 10 %
    • Approach to the project and design: 10 %
    • Development schedule: 10 %

The Kingsway Entertainment District and Arena/Event Centre Integrated Site Plan was approved at the November 22, 2017, City Council meeting. The project financing plan was then approved by City Council in December 2017 during 2018 budget deliberations.

The rezoning application has been submitted to the Planning Committee of Council to permit the rezoning associated with the construction of the Kingsway Entertainment District Arena/Event Centre. The rezoning process is currently underway, with a Planning Committee decision anticipated in the spring of 2018.
