  • City Seeks Partners to Develop Affordable Housing on Two Municipal Sites

    The City of Greater Sudbury is inviting developers, housing providers and community organizations to submit expressions of interest (EOIs) for the development of affordable housing on two municipally owned properties: one on Bancroft Drive in Minnow Lake and the other on White Road in Lively.

    These sites have been identified as priority locations for affordable housing development as part of the City’s Housing Supply Strategy and Housing Accelerator Fund Action Plan. The initiative aims to address the urgent need for rental housing across all income levels and unit types, with the potential to accommodate up to 327 medium-density residential units between the two locations.

    This is a unique opportunity to contribute to the future of housing in Greater Sudbury, while utilizing financial incentives and municipally supported development pathways. The City is seeking innovative, community-focused proposals that align with its long-term housing goals.

  • Greater Sudbury Advances Growth and Investment in First Half of 2025

    The first half of 2025 was a period of dynamic growth and strategic investment for Greater Sudbury. With a population estimate from Statistics Canada nearing 192,000 in the Greater Sudbury census metropolitan area, the City has made significant strides in talent attraction, health care expansion and economic development.

    The launch of two new immigration pilot programs — the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP) — along with the targeted Move to Sudbury campaign to attract skilled workers has generated strong interest. The addition of new health care facilities and 25 medical professionals is enhancing local care.

    With steady population growth, housing remains a top priority. In the first half of the year, 603 permits were issued for residential construction, and 164 permits were issued for industrial, commercial and institutional projects. These efforts are helping to meet the needs of a growing population and ensure the community remains vibrant, inclusive and well-supported.

    Residential construction is not the only contributor to Greater Sudbury’s growth. In the first six months of 2025, the City issued 164 permits for industrial, commercial and institutional projects, with a construction value of more than $98 million. Across all sectors, permits issued so far this year represent a total construction value of more than $166 million.

    Downtown revitalization projects continue, including the highly anticipated Event Centre and the Cultural Hub at Tom Davies Square. Preliminary site preparation is underway for the Event Centre, while construction on the Cultural Hub is expected to begin this fall. Together, these developments are set to enhance the city’s cultural landscape, support job creation and attract new investment.

    With strong support for local entrepreneurs, a vibrant calendar of events, increased tourism and international visits, Greater Sudbury continues to position itself as a hub of innovation, culture and opportunity.

  • Greater Sudbury leading the way on provincial housing targets

    Greater Sudbury is one of just 15 municipalities in Ontario—out of more than 50 participating—to exceed its 2024 housing targets under the provincial Building Faster Fund. Among these top-performing communities, Greater Sudbury ranked in the top three, helping set the pace for housing growth across the province.

    This achievement reflects the City's leadership and momentum in supporting strategic residential development. It’s a clear sign that Greater Sudbury is not only growing, but growing with purpose.

  • City of Greater Sudbury Issues Permit for Demolition of Former Sudbury General Hospital

    A demolition permit for the former Sudbury General Hospital, commonly known as “the old hospital,” was approved and issued by the City of Greater Sudbury earlier today. This marks a significant step toward supporting impactful housing growth and redevelopment in strategic areas of the city.

  • Ontario Rewards Greater Sudbury With More Than $1.5 Million Through the Building Faster Fund

    As part of its record-breaking investments in housing-enabling infrastructure, the Ontario government is awarding $1,520,000 to the City of Greater Sudbury through the second round of the Building Faster Fund, which provides funding to municipalities that achieve at least 80 per cent of their provincially designated housing targets. Greater Sudbury broke ground on 840 new homes in 2024, which works out to 265 per cent of its 2024 housing target. This funding will help Greater Sudbury build more homes and community infrastructure and supports the province’s plan to protect Ontario by investing in infrastructure to support economic growth and keep workers on the job.

  • City Selects Construction Manager for Cultural Hub at Tom Davies Square

    The City of Greater Sudbury is pleased to announce that PCL Construction has been selected as the Construction Manager of the Cultural Hub at Tom Davies Square.

    A Request for Proposal (RFP) for the project was issued on Feb. 26, 2025, and the contract was awarded to PCL Construction following a thorough evaluation process.

    Construction on the Cultural Hub is expected to begin in Fall 2025.

  • What is Radon?

    Radon is a naturally occurring radioactive gas formed by the breakdown of uranium in soil, rock, and groundwater. It is colorless, odorless, and tasteless, making it undetectable without specialized testing. Health Canada reports that it is the #1 cause of lung cancer in non-smokers. With increased public awareness of these risks in the built environment, the 2024 Ontario Building Code (OBC) has been updated to improve health and safety measures relating to radon.

  • Employment Lands Community Improvement Plan - Refinements

    The City is considering refinements to the Greater Sudbury Employment Land Community Improvement Plan (ELCIP) that would enhance the existing Tax Increase Equivalent Grant (TIEG) structure. The proposed Employment Land CIP presents amendments related to the assessment of eligible projects.

    To optimize the program, the following refinements are recommended:

    • Refining Eligible Uses: Replace "Industrial Use" with "Eligible Use" and introduce clear definitions to attract investment across high-impact sectors aligned with provincial and federal priorities, such as such as life sciences, clean technology, agrifood production and technology, audio-visual and advanced manufacturing.
    • Enhancing the Scoring Matrix: Adjust criteria to align grant terms with investment size, scope and job creation thresholds.
    • Incentivizing Strategic Priorities: Introduce additional scoring measures to recognize projects aligned with strategic intensification areas, economic diversification, innovation, and sustainable design.
    • Implementing a Sliding Scale for Tax Reinstatement: Introduce a structured approach for reintroducing municipal taxes over longer term grant periods, ensuring incremental financial benefits for the City.

    These refinements will enhance the ELCIPs ability to attract high-quality investments, support job creation and strengthen Greater Sudbury's position in the global economy.

  • City Investing in 2025 Capital Projects

    The 2025 construction season is underway and there are several major projects with Council-approved budgets that will renew the City’s infrastructure this year, including:

    • Lively Infrastructure Upgrades to increase servicing capacity – $70 million, including $35 million from the Provincial Housing Enabling Water Systems Fund and an additional $28 million from the federal government
    • Phase 2 of the Employment Land Strategy Implementation, with construction continuing on Lasalle Boulevard from Falconbridge Road to Elisabella Street and beginning on Elisabella Street from Lasalle Boulevard to Lapointe Street – $19.4 million
    • Junction Creek reprofiling and rehabilitation from Lloyd Street to CN tracks – $17 million, including $10 million from the Federal Disaster Mitigation and Adaptation Fund
    • Elgin Street Rehabilitation from Elm Street to Brady Underpass – $7.9 million

    In 2024, there was a total investment of more than $72 million into the city’s roads, bridges, water, sanitary, drainage and active transportation networks, at a total of 103 locations across Greater Sudbury.

    By the Numbers: 2024 roads, bridges, water, sanitary, drainage and active transportation networks

    • Rehabilitated 41 lane kilometres of roadway at 14 locations
    • Installed 3,100 metres of active transportation infrastructure, including sidewalk and trails at nine locations
    • Completed 31,795 square metres of large asphalt patches at 20 locations
    • Installed 5,995 metres of concrete curb and gutter at 10 locations
    • Installed 1,900 metres of new guide rail at 10 locations
    • Rehabilitated four bridges and replaced three bridges
    • Performed 1,130 metres of watermain lining at four locations
    • Replaced 3,390 metres of watermain at seven locations
    • Replaced 2,830 metres of sanitary sewer at five locations
    • Replaced 1,350 metres of storm sewer at six locations
    • Installed 660 metres of culverts at nine locations
    • Installed three new pedestrian crossovers
    • Rehabilitated one sports court

  • Lot Grading Policy Interpretation

    Building Services will be amending our approach to how we administer the requirements of the current CGS Lot Grading Policy with respect to the documents to be submitted with a building permit application for the construction of a new home. This change will apply to all existing properties, properties created by way of the subdivision process, and properties created by the severance process.

    Effective May 1, 2025, Applicants will be required to submit, as part of the building permit application, drawing details that include architectural elevations and foundation details designed to match the approved Design Lot Grading Plan for the subject property.
