Lively Infrastructure Upgrades Project

In 2013, the City of Greater Sudbury (City) completed a Schedule ‘C’ Municipal Class Environmental Assessment (Class EA) for the Lively/Walden Wastewater System, to determine a long term solution to address capacity issues at the Lively Wastewater Treatment Plant (WWTP), limited additional capacity in the Lively wastewater collection system and gravity trunk sewer, as well as aging infrastructure throughout the system.

Through the Class EA study, the following recommendations were identified to be carried forward to Detailed Design:

• Upgrade the wastewater collection system, including the Jacob Lift Station and gravity trunk sewers;

• Decommission the Lively WWTP and Anderson Lift Station; and

• Upgrade and expand the extended aeration process at the Walden WWTP.

Following the filing of the Environmental Study Report (ESR) in October 2013, the City retained R.V. Anderson Associates Limited to complete the Detailed Design and undertake an evaluation of the existing and proposed gravity trunk sewer alignments and construction methods to limit impacts on adjacent properties and buildings. Through the evaluation, it was determined that upgrading sections of the existing sanitary sewer trunk main in Lively (Phase 2) in their current locations would create significant impact on existing property.

In consideration of the anticipated impacts, the City has requested R.V. Anderson Associates to review alternative alignments for sections of the proposed sanitary sewer trunk main. As the requirements for property acquisition, installation of infrastructure outside of the municipal right-of-way and crossing of waterways were not evaluated in the Class EA process, an addendum to the ESR is required.
