Civic Memorial Cemetery Mausoleum Expansion

The mausoleum, located at Civic Memorial Cemetery (365 Second Ave. North), was originally constructed in 2000. It has been expanded over five phases resulting in a total of 788 crypts for caskets and 1,966 niches for cremations.

As of December 2019, there are no crypt spaces available, and based on historic sales, the inventory for niche spaces will require replenishment by 2023.

Considering historic sales for interior crypts, a further expansion of the mausoleum to add an additional 120 crypts was presented to City Council as part of 2021 budget deliberations. As there are economies of scale to add interior niches during any expansion and construction of the mausoleum facility, it was also recommended that the project include 700 interior niches to ensure there is inventory for future demand.

The business case for expansion of the mausoleum was approved by City Council as part of the 2021 budget process. In July 2021, a Request for Proposal for architectural services was awarded to Perry + Perry Architects Inc.

The proposed Civic Memorial Cemetery Mausoleum Expansion has an estimated construction cost of $2,050,000.

Update – November 29, 2023

Construction on the mausoleum expansion continued into November 2023 – groundwork was been completed and construction has come to an end for the winter. The next stage of construction will begin in April 2024. The expansion is expected to be complete in December 2024.

Update – October 4, 2023

Construction has begun on the Mausoleum expansion. During this time, visitors may experience noise, limited parking, increased traffic and possible utility and access disruptions.

Update – April 20, 2023

After tendering in fall 2022, bids received exceed construction budget significantly.

  • Report to City Council in March 2023 seeking approval to draw $1.95M from the Cemetery Care and Maintenance trust fund for required project balance, subject to approval of the Bereavement Authority of Ontario.
  • Fund to be replenished from future sales of crypts and interior niches.
  • New phase will include 155 additional crypts and 800 niches.
