On November 28, 2023 Council approved plans for the development of a Cultural Hub at Tom Davies Square. This will involve retrofitting both 200 Brady St. and 199 Larch St. to include:<ul><li>a new Central Library</li><li>the Art Gallery of Sudbury and</li><li>the Sudbury Multicultural and Folk Arts Association</li></ul>The project will provide residents with a variety of services in one convenient centralized location, and supports the City&rsquo;s commitment to accessibility, environmental sustainability, multiculturalism, social inclusion and culture. To make room for these new services at Tom Davies Square, a Municipal Services Relocation project will move some municipal services from 200 Brady St. to the provincial tower at 199 Larch St. This is made possible by post-pandemic changes to the Province&rsquo;s business operations, which has made a significant amount of space available within 199 Larch St.<ul><li><a data-href-check-external="checked" href="https://www.greatersudbury.ca/city-hall/news-and-public-notices/2023/city-council-meeting-wrap-up-november-28-2023/">Read a summary of the November 28, 2023 City Council meeting here.</a></li></ul>

In April 2024, Greater Sudbury City Council approved plans to proceed with the development of a new Event Centre in the downtown south district. This modern facility will serve as a premier destination for sports and entertainment, providing a vibrant and dynamic space for residents and visitors alike. Designed to meet the needs of the region while capitalizing on market opportunities, the Event Centre will play a key role in enhancing the city&#39;s reputation as a thriving community and an attractive business and lifestyle destination. Event Centre

Downtowns are important, historic and symbolic. They are the heart of a community, the reflection of a city&rsquo;s image, pride and prosperity. A strong, implementable vision for downtown Greater Sudbury is critical to the future of our community.The Downtown Sudbury Master Plan presents strategies for improving the downtown&rsquo;s level of economic, cultural and retail activity, its sense of place and its role as the urban centre for the region.The Master Plan was developed over a 20-month period that featured a comprehensive examination of existing opportunities and constraints, a visioning exercise, detailed planning and design work, and the active participation of a community liaison group. The Master Plan was received and endorsed by Council in April of 2012.Most of the 25-Year Action Items and many of the 10-Year Action Strategy Projects have been completed. Several initiatives are underway including an update to the Downtown Sudbury Parking Strategy and the Strategic Public Realm Improvements, both related to the then Junction East Project (Library and Art Gallery) and the South District (the district south of Brady Street in general). As part of the 2023 Budget Process, Council approved funding for the update of the Master Plan.<h2>Timeline</h2>The update is to be undertaken in four phases:<ol><li>Initiation and Reconnaissance (current phase),</li><li>Visioning and Strategies,</li><li>Draft Master Plan Concept, and</li><li>Master Plan Update, culminating in late 2025.</li></ol><h2>Status</h2>The update is currently in Phase One. It is anticipated that a community event will occur during each phase, with the first one being planned in mid-September. City staff has been actively engaging with the public at events such as the Cultural Forum, the Business Improvement Area Annual General Meeting, and events hosted by the McEwen School of Architecture and Greater Sudbury Chamber of Commerce.<h3>Urban Revitalization</h3>The Greater Sudbury Development Corporation (GSDC) sponsored an event on May 27, 2024 entitled Urban Transformation: Learning from Rotterdam. The event featured keynote speaker Jan Knikker, Partner and Director of Strategy at MVRDV, who was a part of the <a href="https://www.cntraveler.com/story/how-rotterdam-became-a-pioneer-of-thoughtful-urban-regeneration" rel="noopener noreferrer" target="_blank">urban revitalization of Rotterdam</a> in the Netherlands. As the driving force behind MVRDV&rsquo;s approach to architecture, urbanism and computing, Knikker shared key strategies and lessons from Rotterdam&#39;s journey. The event aimed to inspire a collective passion from stakeholders and residents for the future prosperity of downtown Greater Sudbury and served as a catalyst for ongoing efforts to update the Downtown Sudbury Master Plan.

Downtown Master Plan Review

Aquatic programming and services improve the quality of life for residents and contribute to a healthier community. Aquatic Service and Facility Review

In early 2021, the City of Greater Sudbury was successful in its application for Investing in Canada Infrastructure Program funding in the amount of $4,380,000. This funding will support the revitalization of 14 outdoor tennis court facilities and 14 outdoor basketball courts across the community over the next several years. The project aims to improve the quality of Greater Sudbury&rsquo;s recreation and leisure infrastructure and increase utilization.Work will also include:*The conversion of underutilized tennis pads in over-supplied areas, to alternative uses such as pickleball and skateboarding. This will result in a greater variety of recreational activities. Twenty-five to thirty per cent of courts have been identified for conversion.*Improved safety and accessibility for users through the rehabilitation/replacement of asphalt surfaces and improved pathways and entrances.*Improved playability of outdoor courts through installation of new netting, fencing, basketball standards and other equipment.Work will be completed in phases. An average of four to five facilities will be scheduled for revitalization during each phase. Work commenced in the spring of 2022. The entire project is expected to be complete in 2027.Phase 1 included the revitalization of courts at these five locations: Delki Dozzi Sports Complex, Elmview Playground, Lorne Brady Park, Sixth Avenue Playground, and Twin Forks Playground. Construction will resume in spring 2023. There were project construction delays at these locations as a result of securing locates, weather conditions and material resourcing. Outdoor Court Revitalization

Greater Sudbury currently has three off-leash dog parks, in Minnow Lake, Azilda and on the Gerry McCrory Countryside Sports Complex property in the South End. Off-leash dog parks provide pet owners the opportunity to exercise and socialize dogs in a controlled area. These facilities reduce nuisance behaviours in pets and accommodate seniors and persons with disabilities who may not have the capacity to walk their dogs on leash.The Valley East Community Action Network (CAN) has submitted a community-led project application proposing the construction of an off-leash dog park in the Valley East area. The Parks, Open Space and Leisure Master Plan supports an off-leash dog park in Valley East. There are few municipal properties in this area that meet the City&rsquo;s off-leash dog park site selection criteria - Centennial Park in Hanmer (Centennial Arena property) does meet the majority of the criteria.Prior to the City approving the construction of this type of facility, there must be evidence of a committed group of volunteers who will both act as stewards of the park and commit to supporting the project through fundraising. Valley East Off-Leash Dog Park Community-Led Project

As part of the implementation of the <a class="fr-strong" href="https://www.greatersudbury.ca/do-business/planning-and-development/employment-land-strategy/">Employment Land Strategy</a>, which was approved by Council in September 2022, a review of the City&#39;s current policy framework for commercial and industrial development is being undertaken. The review will examine the City&#39;s Zoning By-law and Official Plan and include community engagement to ensure that appropriate guidelines are in place to reflect current industry standards and practices. This project is expected to take approximately one year to complete.The review will include:<ul><li>modernizing the commercial and industrial zone categories including simplifying zones and/or definitions, along with related Official Plan policy changes;</li><li>reviewing zone standards with respect to modern requirements (e.g. lot size, frontage, parking ratios); and</li><li>recommendations that respond to specific recurring issues that have been identified by staff as well as those that emerge through discussion with internal and external priority audiences.</li></ul><h2>Land Use</h2>Land use refers to the way in which land is utilized or managed for various human activities and purposes. It encompasses the activities that occur on a piece of land, including how the land is developed, zoned, and designated for specific functions, including residential, commercial, industrial, agricultural, recreational and more.<h2>Employment Lands</h2>Employment lands refer to areas designated for clusters of business and economic activities including manufacturing, research and development in connection with manufacturing, warehousing, goods movement, associated retail and office, and ancillary facilities.<h2>Current Policy Framework</h2>Current guidelines for commercial and industrial development within Greater Sudbury are included in the City of Greater Sudbury <a class="fr-strong" href="https://www.greatersudbury.ca/do-business/zoning/" rel="noopener noreferrer" target="_blank">Zoning By-law</a> and the <a class="fr-strong" href="https://www.greatersudbury.ca/city-hall/reports-studies-policies-and-plans/official-plan/" rel="noopener noreferrer" target="_blank">Official Plan</a>.

Employment Land Strategy: Review of Commercial and Industrial Policies

<a href="https://www.buildingin.ca/">BuildingIN</a> helps Canadian municipalities address the housing supply crisis by enabling multi-unit low-rise infill &mdash; the development of residential buildings containing multiple housing units, such as townhouses, duplexes, triplexes, or small apartment buildings, built on underutilized or vacant land within existing urban areas &mdash; to meet housing targets. This initiative is the result of a collaboration of housing professionals from several non-profit organizations and private companies. It has been selected as a semi-finalist by the <a href="https://www.cmhc-schl.gc.ca/">Canada Mortgage and Housing Corporation (CMHC)</a> in round five of the <a href="https://www.cmhc-schl.gc.ca/professionals/project-funding-and-mortgage-financing/funding-programs/all-funding-programs/housing-supply-challenge">Housing Supply Challenge</a>.The BuildingIN approach focuses on qualifying areas, using overlay regulations &mdash; a type of zoning tool that addresses specific needs or goals in particular areas without changing the underlying zoning &mdash; to remove barriers to infill. Rather than focusing on expansion (building out) or high-density construction (building up), the program enables municipalities to effectively build in. This ensures that housing growth integrates seamlessly into existing neighbourhoods, improving the quality of life for both current and future residents.By simulating infill outcomes, BuildingIN enables municipalities to plan for low-rise infill with certainty, meet housing targets, and make strategic investments in infrastructure that will directly support large-scale infill housing.The BuildingIN project will support ongoing work related to achieving the City&rsquo;s housing targets and implementation of the Housing Supply Strategy.<h2>Core Components of BuildingIN</h2><ol start="1" type="1"><li>Simulation and Modelling:<ul type="circle"><li>Detailed simulations answer key questions about unit types, numbers, neighbourhood impacts, municipal finances and emissions reductions.</li><li>Decision-makers can compare outcomes to targets and plan with certainty.</li><li>Scenarios are reverse-engineered to create overlay regulations and strategic investments for optimal outcomes.</li></ul></li><li>Community and Industry Collaboration:<ul type="circle"><li>Constructive workshops engage municipal planners, industry leaders and priority audiences.</li><li>Participants explore simulated outcomes, understand cause and effect and design strategies that balance housing needs with community expectations.</li></ul></li><li>Neighbourhood Investment Strategy:<ul type="circle"><li>Focused investment ensures that neighbourhoods become more desirable, building confidence among residents and priority audiences.</li><li>Overlay regulations address barriers to infill housing while avoiding disruptive blanket rezonings.</li></ul></li></ol><h2>Community Consultation</h2>In-person or virtual consultation workshops play a central role to the BuildingIN Program. BuildingIN Project

The City of Greater Sudbury approved the repurposing of the trailer at 24 Energy Court, previously the Supervised Consumption Site, to be used as an overnight warming centre for persons experiencing unsheltered homelessness this winter. The warming centre will be operated by the Go-Give Project and will be open from 8 p.m. to 8 a.m., every night between November 25, 2024 and April 30, 2025. The centre will offer a warm, safe place for people to visit, chairs, washrooms, drinks and snacks as well as support and connection to housing-focused services for up to 50 people at a time. The warming centre is part of a larger system of services, funded through the City, which can be found at <a href="http://www.greatersudbury.ca/live/homelessness-initiatives/">www.greatersudbury.ca/live/homelessness-initiatives/</a>.

Energy Court Warming Centre

In November 2013, a consulting team led by Monteith Brown Planning Consultants was retained by the City of Greater Sudbury to prepare a Therapeutic Pool Feasibility Study to identify the potential need for the development of an indoor aquatic facility at the Lionel E. Lalonde Centre in Azilda. The feasibility study explored two types of facilities:<ul><li>Stand-alone therapy pool</li><li>Multi-use pool (combination of therapy pool and leisure pool)</li></ul>The January 2014 Therapeutic Pool Feasibility Study recommended a multi-use pool, which would accommodate activities of a stand-alone therapeutic pool as well as swimming lessons and leisure swimming. In June 2014, City Council approved the Parks, Open Space and Leisure Master Plan review, which recommended the provision of a therapeutic/leisure pool at the Lionel E. Lalonde Centre.The estimated project value is $4.7 million. In April 2019, the City received a $1 million grant from the Government of Canada&rsquo;s Enabling Accessibility Fund (EAF) for the project. During 2021 budget deliberations, a business case to construct the Therapeutic/Leisure Pool was approved. In June 2021, a Request for Proposal for architectural services was awarded to Architects Tillmann Ruth Robinson.About the Therapeutic/Leisure PoolThe aquatic facility will be approximately 7,400 square feet, including pool tank, deck space, change room, studio, control desk, storage and mechanical space.The pool will offer amenities in Greater Sudbury that are not currently available. It will improve healthy living by creating opportunities to help keep our residents, especially our seniors, more active in a safe and accessible environment.The low-impact benefits of water rehabilitation will offer citizens of all ages the opportunity to feel better and heal more quickly.Some Benefits of Pool Therapy<ul><li>Improves joint flexibility: Buoyancy offers an advantage because it reduces the effects of gravity allowing for increased joint range of motion.</li><li>Improves muscle strength: Water is 600-700 times more resistive than air which allows for strengthening of weakened muscles. Water resists rapid movement, so equipment with increased surface area is used to increase strength in the pool.</li><li>Decreases pain: Immersion in warm water increases an individual&rsquo;s comfort by increasing blood supply to sore muscles and promoting relaxation.</li><li>Improves balance: The uniform pressure of the water along with buoyancy provides support to your body which allows you increased time to react without the fear of falling or getting hurt.</li></ul>Update &ndash; January 21, 2025In 2024, the Lionel E. Lalonde Centre Therapeutic/Leisure Pool project was paused pending the completion of a comprehensive aquatics review to rationalize and modernize aquatic facilities in Greater Sudbury. On October 8, 2024, the final Aquatic Service and Facility Review report was presented to City Council. This study recommended that the Lionel E. Lalonde Centre therapeutic/leisure pool project be re-evaluated, and suggested a multi-tank aquatic centre in the service area of the proposed therapeutic pool is a preferred course of action. City Council has directed staff to begin a feasibility study in 2025.Donations to the Lionel E. Lalonde Centre Therapeutic/Leisure Pool have been held in trust by the City of Greater Sudbury awaiting the advancement of the project. As per the City&rsquo;s donation policy, funds are now being returned, as the therapeutic/leisure pool will not be proceeding as originally envisioned. We appreciate your generosity. Lionel E. Lalonde Centre Therapeutic/Leisure Pool

The City has developed the SWS to improve its waste management programs and services. There are 18 recommended actions that together will reduce and divert waste, optimize and extend landfill space, progress greenhouse gas emission reduction goals and the performance of the City&rsquo;s current system. The recommended actions in the SWS aim to advance the City&rsquo;s environmental sustainability performance while providing quality services and working towards the Community Energy and Emissions Plan (CEEP) goal of 90 per cent solid waste diversion by 2050.Project TimelineThe Strategy was adopted by Council on October 28, 2024 and included a resolution that the clear garbage bag recommendation will be considered as lower priority and not commence until receipt of further direction from council. The following statement communicates the vision for the Sustainable Waste Strategy:<div class="fr-img-space-wrap"><img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/3646754651c513b72c3cd5fae72795af0dddbee8/original/1697222945/6b29821c83ab4eeee56b649b9234a767_Final_Vision_Statement_Graphic_2.jpg?1697222945"> As a community, we commit to being stewards of the land by taking progressive actions to manage our waste responsibly, extend the life of our landfills and preserve our shared environment for future generations.</div> Phase 3: Determine HowUsing the feedback received in Phases 1 and 2, a draft list of options was developed in Phase 3. The SWS engaged more than 1,500 residents, businesses, and other key partners through workshops, community events and a survey to gain insight on the options in the Fall of 2023. Following the engagement, refinements were made to the options and each option was evaluated. In total, 18 recommended actions are being put forward for inclusion in the SWS.Phase 4: Develop the Sustainable Waste StrategyPhase 4 documents the result of the SWS process. Final documents includes a concise Executive Summary and a comprehensive strategy document that includes a implementation plan for the 18 recommended actions. The SWS will guide waste management over the next 10 years and its recommendations include both actions we can each take to make sure waste ends up in the right spot and actions that help the City achieve its goals. Short-term, low- cost actions are important to the SWS, as these will help delay the need to implement higher cost actions later like developing a new landfill site. The Waste HierarchyMaking sure waste ends up in the right spot starts in our homes and businesses. It takes all of us to make an impact. Throughout the strategy, we considered and applied the waste hierarchy as depicted below. The waste hierarchy helped us think about whether the impacts of programs, policies, initiatives or processes would contribute to outcomes at a higher or lower level of the hierarchy.<img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/045b7c1f1f4fdcbffc151f745dca67063458cef5/original/1690211147/4423976d284d819a340994ded338f168_waste_hierarchy_new_cropped.jpg?1690211147" style="width: 687px;" class="fr-fic fr-dib"> Refuse: To make choices that prevent the generation of waste.Reduce: To lessen the amount of waste, for example by reusing products or materials.Repair: To make materials last longer, which could include fixing pieces, replacing parts, remanufacturing, refurbishing.Recycle: To collect, sort and sell materials to secondary markets so that they will be incorporated into new products or packaging.Recover: To collect, treat and use materials from nature, such as using leaf and yard trimmings for regenerative purposes and recovering energy from landfill gas.Dispose: To landfill or incinerate materials without opportunity for them to be repurposed.

The Project City Council has agreed to the sale of Meatbird Lake Park to Vale Canada Limited for $4 million. Funds from the sale will be reinvested into the Lively/Walden community to develop new recreational opportunities and will ensure local residents have access to safe ways to play in the area.Proceeds of the $4 million sale are being held in the Capital Financing Reserve Fund &ndash; General, and are dedicated to the improvement of leisure infrastructure in the Walden (Lively) area.In the interim, a supervised beach at Centennial Park, located at 400 Graham Road in Whitefish, is available for residents until a new recreation opportunity is established.Lively Recreation Advisory Panel The Lively Recreation Advisory Panel was formed in the fall of 2021 with ten members from Walden/Lively community.Update: On April 12, 2022, City Council approved the nomination of to fill the older adult resident vacancy on the panel. The new panel member has been formally welcomed and introduced to the project by City staff. There were several online tools and information sources available, including background reports, frequently asked questions, posters, a survey and an idea board. Paper copies were also available at Citizen Service Centre//Library locations, and residents could submit their feedback via 311.The Over to You site received a total of 3,000 visitors with 513 engaged visitors. The survey received 396 responses through the online portal, 311 and paper copies.Second Round Community Engagement The City of Greater Sudbury has been working closely with the Lively Recreation Advisory Panel to launch the project&rsquo;s second community survey to hear from residents about recreation in the Lively/Walden area.Greater Sudbury residents may receive a call from Oracle Poll to collect their feedback and complete a telephone survey about the project&rsquo;s next steps. Lorraine Street Affordable Housing Project

As part of 2022 budget deliberations, Greater Sudbury City Council approved a business case relating to the construction of the Valley East Twin Pad Multipurpose Sports Complex. The City has committed $9.2 million towards the project, conditional on securing funding in the amount of $20 million from senior levels of government.The Valley East Twin Pad Multipurpose Sports Complex will serve as a modern, efficient, and flexible facility that is not simply an arena, but a gathering space and community hub for recreation in Valley East. The facility will be comprised of:<ul><li>A twin pad arena (NHL-size rinks, each with 400-seat capacity). Exploring one fully accessible ice pad.</li><li>Eight change rooms and referee change rooms per ice surface</li><li>Gymnasium (multipurpose sports programming, such as indoor soccer training, pickleball, exercise classes, etc.)</li><li>Heated viewing area</li><li>Caf&eacute;/restaurant/concessions</li><li>Public concourse/lobby space</li><li>Support spaces</li></ul>The new facility will support local athlete development, facilitate hosting events and tournaments, and fully accommodate all ice users. It will be a new modern facility that is accessible to everyone, regardless of age, gender, or mobility, and will promote healthy and active lifestyles. The facility is strategically located in the northern part of the city, complimenting the City&rsquo;s existing twin pad (Gerry McCrory Countryside Sports Complex) in the south end. The Howard Armstrong Recreation Centre property is the identified location for this new high-quality recreation facility. The project will also include accessibility upgrades to the nearby trail network and the creation of a new ice-skating trail in the winter.The Valley East Twin Pad Multipurpose Sports Complex will be a 76,000 square foot facility. It has an estimated construction cost of $29.2 million. Once the project is realized, the City will retire four financed older existing ice pads.Background:<ul><li>In June 2017, City Council directed staff to prepare a business case to replace various arenas and/or ice pads, with a new multi-pad/multi-purpose arena facility in Valley East.</li><li>In December 2017, staff presented a business case for Council&#39;s consideration, and Council directed Leisure Services to conduct community consultation and a site assessment.</li><li>The City completed community engagement and consultation on the project with respect to facility location and program elements in the spring of 2018. </li><li>The City completed background and studies, including: a geotechnical and soils report, source protection plan section application, storm water management study, wellhead protection area review, detailed topographic survey, and a traffic study.</li><li>In November 2020, Council directed staff to present an updated business case for the construction of the Valley East Twin Pad Multipurpose project, including the potential for reducing the number of existing ice pads.</li><li>The business case, presented as part of 2021 budget deliberations, was deferred to the 2022 budget process.</li><li>During the 2022 budget process, Council approved the business case relating to the construction of the Valley East Twin Pad.</li></ul>This page will be updated throughout the life of the project. Phase 2 Official Plan Review

The City of Greater Sudbury has developed a draft Housing Supply Strategy.The Housing Supply Strategy aims to ensure that all current and future residents have access to the housing options that meet their needs at all stages of life, and that are attainable at all income levels. Housing Supply Strategy

As directed by Council in April 2022, the City of Greater Sudbury is reviewing its French Language Services Policy. The French Language Services Policy was adopted in 2001, with the commitment to offer services and communications in both official languages. According to 2021 Census data, 36.6 per cent of Greater Sudbury residents identify as bilingual.The draft French Language Services Policy and engagement report was presented to Council on January 16, 2024.The draft revised policy is intended to modernize and improve French services by considering a customer service-focused approach, current community needs, demographics and technology advancements. It was amended based on a review of similar policies, customer service data, and consultation with staff, partners, stakeholders and residents.To ensure a meaningful engagement process, we are now presenting the draft policy back to the community, partners, Council and City employees for additional comment.Residents are invited to provide feedback on the draft revised policy until Friday, February 16, 2024. French Language Services Policy Review

The City is undertaking a comprehensive review of the Community Action Network (CAN) Program. This review was called for by Council as part of the 2019-2027 Strategic Plan and includes an assessment of the program&rsquo;s strengths, weaknesses, mandate and alignment with the City&rsquo;s strategic priorities.For over 15 years, CANs have brought people together to build healthy communities. These groups of resident volunteers are supported by the City through financial, staff and other in-kind resources. They take action to implement projects and initiatives that have a positive impact on the quality of life in Greater Sudbury. Community Action Network Review

The mausoleum, located at Civic Memorial Cemetery (365 Second Ave. North), was originally constructed in 2000. It has been expanded over five phases resulting in a total of 788 crypts for caskets and 1,966 niches for cremations.As of December 2019, there are no crypt spaces available, and based on historic sales, the inventory for niche spaces will require replenishment by 2023.Considering historic sales for interior crypts, a further expansion of the mausoleum to add an additional 120 crypts was presented to City Council as part of 2021 budget deliberations. As there are economies of scale to add interior niches during any expansion and construction of the mausoleum facility, it was also recommended that the project include 700 interior niches to ensure there is inventory for future demand.The business case for expansion of the mausoleum was approved by City Council as part of the 2021 budget process. Civic Memorial Cemetery Mausoleum Expansion

The College Street Underpass (also known as the CPR Subway) is a 2-span concrete bridge constructed in 1949 to accommodate 3 lanes of traffic crossing under the CPR railroad tracks. Currently, there is a sidewalk on the west side of the structure and no other active transportation facilities. Given the age and condition of the structure, the low vertical profile and the lack of active transportation facilities, the structure needs to be rehabilitated or replaced. Ste. Anne Road located in downtown Sudbury between Notre Dame Avenue and Mackenzie Street is a 4-lane arterial road. The City of Greater Sudbury Transportation Master Plan (2017) identified the need to extend Ste. Anne Road to Frood Road to alleviate traffic pressures in the area.The concurrent completion of both projects will assist in ensuring the vertical and horizontal alignments of the new Ste. Anne Road extension and the College Street underpass are compatible. The City of Greater Sudbury through their consultant AECOM, has initiated a Municipal Class Environmental Assessment (MCEA) study to identify, evaluate and determine the best long-term rehabilitation or replacement alternatives for the College Street Underpass and the best alignment for the Ste. Anne Road extension.The ProcessThe study will be completed in keeping with the Ontario Environmental Assessment Act and will follow the MCEA Schedule C requirements (Master Plan Approach #3) of the Municipal Engineer&rsquo;s Association MCEA manual (2023). This is considered a Schedule &lsquo;C&rsquo; project which typically includes the construction of new facilities or major expansions to existing facilities with significant environmental impacts. Consultation with the public is mandatory.Current Status of ProjectThe Environmental Study Report for this project was issued on June 24, 2024 with the question period ending July 24, 2024. All questions submitted are currently being responded to. After all comments have been responded to, the detail design portion of this project will commence. This design work will include the rehabilitation of the College St. Underpass and improvements to College Street, College/Frood intersection and the proposed roadway for the Ste. College Street Underpass and Ste. Anne Road Extension

Municipalities in Ontario are required to have a Community Safety and Well-Being Plan, as mandated by O.Reg. 414/23 under the Community Safety and Policing Act, 2019.These plans must be updated every four years, and Greater Sudbury&rsquo;s update is due to the Province of Ontario in July 2025. The Community Safety and Well-Being Advisory Panel is currently reviewing our Plan to ensure the priorities and processes effectively address the complex social and population health issues of our community. Community Safety and Well-Being Plan Review

In early 2021, the City of Greater Sudbury was successful in its application for Investing in Canada Infrastructure Program funding in the amount of $4,380,000. This funding will support the revitalization of 14 outdoor tennis court facilities and 14 outdoor basketball courts across the community over the next several years. The project aims to improve the quality of Greater Sudbury&rsquo;s recreation and leisure infrastructure and increase utilization.Work will also include:*the conversion of underutilized tennis pads in over-supplied areas, to alternative uses such as pickleball and skateboarding. This will result in a greater variety of recreational activities. Twenty-five to thirty per cent of courts have been identified for conversion.*Improved safety and accessibility for users through the rehabilitation/replacement of asphalt surfaces and improved pathways and entrances.*Improved playability of outdoor courts through installation of new netting, fencing, basketball standards and other equipment.Work will be completed in phases. An average of four to five facilities will be scheduled for revitalization during each phase. Work commenced in the spring of 2022. The entire project is expected to be complete in 2027.Phase 1 included the revitalization of courts at these five locations: Delki Dozzi Sports Complex, Elmview Playground, Lorne Brady Park, Sixth Avenue Playground, and Twin Forks Playground. Most of these locations were completed in late 2022. Construction will resume at Delki Dozzi and Twin Forks in spring 2023. There were project construction delays at these locations as a result of securing locates, weather conditions and material resourcing. Learn more about Phase 1 in the section on the right.Phase 2 will include the revitalization of courts at these seven locations:&bull; Copper Cliff Tennis Courts (0 Tennis Club Lane, Sudbury)&bull; Dowling Leisure Centre (79 Main St., Dowling)&bull; Wahnapitae Community Centre (161 Glenbower Cres., Wahnapitae)&bull; Elm West Playground (505 White Ave., Sudbury)&bull; Ryan Heights Playground (736 Bruce Ave., Sudbury)&bull; Downe Playground (1309 Gemmell St., Sudbury)&bull; Minnow Lake Place (1127 Bancroft Dr., Sudbury)We want to hear from you about the revitalization of these sites to ensure that facilities are designed to meet the needs of local neighbourhoods and communities. Stakeholders, such as the Greater Sudbury Pickleball Association, Sudbury Indoor Tennis Club, local basketball clubs, local skateboard enthusiasts, the City&#39;s Seniors Advisory Panel and Accessibility Advisory Panel, Community Action Networks and Neighbourhood Associations will also be engaged.The Community is invited to participate in public consultation sessions beginning April 4, 2023.
