Water and Wastewater Master Plan Update

The City of Greater Sudbury is updating its Water and Wastewater Master Plan to guide long-term infrastructure planning, support forecasted growth and ensure safe, reliable and environmentally responsible water and wastewater services across all communities.

Originally published in 2018, the Master Plan identifies long-term strategies for servicing current and future populations in accordance with the City’s Official Plan.

The update is being completed in accordance with the Ministry of the Environment, Conservation and Parks Municipal Class Environmental Assessment process and is currently in Phases 1 and 2, which focus on identifying system needs, reviewing existing conditions and evaluating potential solutions.

What the Study Will Do

Plan for future population growth
Ensure safe, resilient water and wastewater services
Improve system efficiency and reliability
Support financial planning, including the City’s Financial Plan, Development Charges and Official Plan
Maintain regulatory compliance
Identify cost-effective and sustainable long-term infrastructure strategies

Key Focus Areas

The update examines the City’s entire water and wastewater network, including treatment plants, storage facilities, booster stations, lift stations, watermains, sewers and forcemains. It also considers challenges such as system capacity, future demand, and inflow and infiltration during major storm events.

Public Engagement

Public Information Centre #2 is now available as part of the Water and Wastewater Master Plan Update.

The virtual PIC includes a recorded presentation outlining:

Preferred water and wastewater servicing strategies
Alternative strategies considered
An overall project update
Next steps in the Master Plan process

The recorded presentation and comment section is available here until September 11, 2026.

Residents are encouraged to review the presentation and provide feedback through the online comment submission form. Feedback received during the PIC will be considered as the Master Plan Update is finalized.

Consultation and engagement with First Nations, Indigenous communities and urban Indigenous organizations are also important components of the Master Plan Update. Indigenous communities and organizations are encouraged to participate and provide input throughout the project.

Next Steps

Feedback received through Public Information Centre #2 will help inform the final preferred strategies and completion of the Water and Wastewater Master Plan Update.

The final Master Plan will be posted online for public review once complete.
