The City of Greater Sudbury is considering an official plan amendment related to Phase 2 of the City&rsquo;s Nodes and Corridors Strategy.The goal of the amendment is to encourage investment along the city&#39;s <a href="https://www.greatersudbury.ca/do-business/planning-and-development/planning-and-development/nodes-and-corridors-strategy/">corridors</a> and refocus lower density residential development to nearby neighbourhoods. This involves redesignating most of the city&rsquo;s main arterial roads to allow for medium and high density uses, for example multi-residential and mixed-use buildings, to create compact, pedestrian-friendly built forms that support public transportation.The Nodes and Corridors Strategy is supported by the findings of several recent studies and initiatives undertaken in Greater Sudbury, including the following: <ul><li>sufficient serviced land and commercial land available for the foreseeable planning horizon (25 years and beyond)</li><li>more housing of different types needed to satisfy local demand</li><li>a transformation of Greater Sudbury Transit to designate the key corridors and connection points where the City should focus development and infrastructure</li><li>streets must accommodate various modes of transportation as well as people of varying ages and abilities</li></ul>The proposed Official Plan land use designation changes are included in Appendix A of the Key Documents Section of this website. The text of the amendment along with version showing changes to the affected sections are included in Appendices B and F, respectively.Other appendices include a recap of recent studies, an overview of current land use designations (mixed use, commercial, institutional, etc.) a recap of former commercial policy direction, as well as other considerations and additional background.The City is now undertaking public consultation on the proposed changes. Upcoming milestones will be posted in the Key Dates section as they become available. <div id="_com_2" language="JavaScript">Council has directed staff to return by the end of the second quarter of 2024 with a summary and analysis of the comments received, as well as a final official plan amendment at a public hearing as required under the Planning Act. What is a Corridor?A corridor is a linkage between a series of places within a community, for example LaSalle, Barry Downe, The Kingsway, Notre Dame, Paris, Lorne, Regent. These places, or &ldquo;nodes&rdquo; are grouped around a street that provides a variety of transportation options within a public space network. A corridor is a linear hub of economic, recreational and cultural activity that forms a key part of the fabric of a community. Corridors are particularly suited to mixed-use development and intensification, providing jobs, commercial activity, institutional and residential uses in a walkable context. A strong corridor provides both local access and regional mobility within a context of active transportation and transit. Well-planned corridors also function as greenways, providing urban canopy and the benefits of streetscape, landscape and natural spaces. Nodes and Corridors Strategy - Phase 2

The College Street Underpass (also known as the CPR Subway) is a 2-span concrete bridge constructed in 1949 to accommodate 3 lanes of traffic crossing under the CPR railroad tracks. Currently, there is a sidewalk on the west side of the structure and no other active transportation facilities. Given the age and condition of the structure, the low vertical profile and the lack of active transportation facilities, the structure needs to be replaced, or at a minimum rehabilitated.Ste. Anne Road located in downtown Sudbury between Notre Dame Avenue and Mackenzie Street is a 4-lane arterial road. The City of Greater Sudbury Transportation Master Plan (2017) identified the need to extend Ste. Anne Road to Frood Road to alleviate traffic pressures in the area.The concurrent completion of both projects will assist in ensuring the vertical and horizontal alignments of the new Ste. Anne Road extension and the College Street underpass are compatible.The City of Greater Sudbury through their consultant AECOM, has initiated a Municipal Class Environmental Assessment (MCEA) study to identify, evaluate and determine the best long-term rehabilitation or replacement alternatives for the College Street Underpass and the best alignment for the Ste. Anne Road extension. The Process The study will be completed in keeping with the Ontario Environmental Assessment Act and will follow the MCEA Schedule C requirements (Master Plan Approach #3) of the Municipal Engineer&rsquo;s Association MCEA manual (2023). This is considered a Schedule &lsquo;C&rsquo; project which typical includes the construction of new facilities or major expansions to existing facilities with significant environmental impacts. Consultation with the public is mandatory. Public Information CentreThis website and the comment section below will act as the first online Public Information Centre (PIC) will be held for the study to present the Problem and Opportunity Statement, background information collected, an evaluation of the alternative solutions including the preliminary preferred solutions. Comments on the PIC#1 materials are requested by July 22, 2023.

College Street Underpass and Ste. Anne Road Extension

Greater Sudbury is developing an updated Sustainable Waste Strategy to guide how the City of Greater Sudbury will manage garbage/waste for the next 10 years. The goal of this strategy is to improve waste management programs and services to make the City more sustainable. This is important to help optimize landfill space, achieve climate change goals, divert and reduce waste, improve convenience, and operate cost effectively. The Sustainable Waste Strategy will inform the City of options to advance its environmental sustainability performance while providing quality services and working towards its Community Energy and Emissions Plan (CEEP) goal of 90% solid waste diversion by 2050. We need your help! Making sure waste ends up in the right spot starts in our homes. It takes all of us to make an impact. French Language Services Policy Review

The City of Greater Sudbury has developed a draft Housing Supply Strategy.The Housing Supply Strategy aims to ensure that all current and future residents have access to the housing options that meet their needs at all stages of life, and that are attainable at all income levels. A Housing Supply Strategy that encourages thoughtful, targeted and sustainable residential development is one piece of a broader strategy to grow the City&rsquo;s population and local economy.The Housing Supply Strategy recommends a series of 17 focus areas to realize the objectives and goals that City Council has adopted through relevant reports and analyses, comments received through the first round of consultation, as well as the additional actions identified in Council&rsquo;s resolution directing the development of a comprehensive Housing Supply Strategy.<a class="fr-green fr-strong" href="https://pub-greatersudbury.escribemeetings.com/filestream.ashx?DocumentId=52176">A complete draft of the Housing Supply Strategy can be accessed here.</a>Feedback on the draft Housing Supply Strategy will be accepted until March 8, 2024.

Housing Supply Strategy

The City of Greater Sudbury Children Services section is conducting a project to develop strategies to coordinate and promote community programming, resources and information for families with children between the ages of 6 and 12. Following restrictions and service reductions due to the pandemic, service providers have noted that children in this age group are experiencing challenges related to mental health and social and physical development. The goal of this project is to increase awareness of services and programs available for children aged 6 to 12, decrease challenges to access services, and increase engagement with children and families to meet their needs around child social, physical and mental health. Project PrinciplesHealth equity: This project will integrate health equity principles that consider and address unfair and avoidable differences in social determinants of health, health outcomes and the impact of interventions for various population groups. Intersectoral approach: This project will engage community partners and stakeholders from diverse sectors to find mutual benefits and collaboratively problem solve. Lived experience: This project will ensure that diverse community members, including people with lived experience, are engaged in initiatives aimed at improving social determinants of health. Social determinants of health: Social determinants of health influencing outcomes of this project include, but are not limited to: <ul><li>Housing</li><li>Employment</li><li>Food security</li><li>Income</li><li>Racism and discrimination</li><li>Education</li><li>Early childhood education </li></ul>Early Learning Practices and Pedagogy: The project will align engagement opportunities and outputs with <a href="https://files.ontario.ca/edu-how-does-learning-happen-en-2021-03-23.pdf">How Does Learning Happen? Ontario&rsquo;s Pedagogy for the Early Years.</a> Strengths-based Approach: This project will build upon existing strengths within the Children Services sector to increase collaboration around services for children in middle childhood. If you are a parent, caregiver or guardian of a child aged 6 to 12, we want to understand how to best meet the needs of your child and to provide you with the resources you need to support your child&rsquo;s social, physical and mental health.
